The Vision is being driven by One NorthEast, Durham County Council and Teesdale District Council working in partnership with Teesdale local strategic partnership, Teesdale Marketing, the Enterprise Agency for Teesdale and Wear Valley and Barnard Castle Town Council.

Funding for Barnard Castle Vision is written into the sub regional investment plan.  A business case for £3,000,000 spending over the next two years 2008-2010 is currently being put forward for consideration by One NorthEast.
