Steering Group Briefing

At its meeting on 16 November, the Vision Steering Group welcomed the news that one North east had approved the business case to support the first phase implementation of the Vision in 2007/8. This will include detailed technical site appraisals, streetscape and transport studies and delivery support.
The group considered concept design proposals for a Vision information Point – a high tech glass ‘magic box’ - a semi-permanent structure that is to be sited in various locations in the town centre to promote the work of the Vision, communicate with residents and provide a platform for local media and streets events.
The Vision has now shortlisted companies to undertake site appraisals and streetscape strategy for the town. Interviews will be held in early December and work will begin immediately thereafter.
The brief for a detailed Transport and Access study was approved and will be issued before the end of the month (to be completed by the end of March 2008). The remit for this work includes:
A traffic management plan for the town
Feasibility of park and ride
Options analysis for a park & walk linked to a riverside circular walk, linking Scar Top and the proposed Barney rope suspension bridge
Feasibility for bringing back into use disused railway lines
Car parking strategy for the town
Re-assess HGV traffic
Implement coach drop-off and coach parking arrangements
Promote cycling
Assess pedestrian flows and need for additional crossing points
A bid to west Durham Rural Pathfinder has been agreed in principle. This will fund gap analysis in current broadband provision and a pilot network for next generation broadband to Teesdale and Wear Valley.
An Expression of Interest is being submitted to the new Rural Development Programme (RDPE) to support a collective meat processing facility for farmers and training centre in Barnard Castle.
The Steering Group is considering options for the future delivery of the Vision.
The Vision is meeting with the Primary Care Trust to see if it is possible to delay the sale of the former Richardson site which has been identified as the possible location of a Health campus in Barnard Castle.
